The Georgia Council on Developmental Disabilities (GCDD) for Georgia is authorized under Public Law 106-402, the Developmental Disabilities Assistance and Bill of Rights Act Amendments of 2000,   The GCDD is an independent agency whose activities are governed by a 27 member board, appointed by the Governor and comprised of at least 60 percent individuals with developmental disabilities and family members.  Other members include policymakers that represent various agencies and organizations having a vested interest in persons with developmental disabilities.

The GCDD serves as an advocate for all persons with developmental disabilities and their families.  The GCDD is charged with creating systems change for people with developmental disabilities and their families to:  increase independence, inclusion, integration, productivity and self-determination through such activities as public policy research, analysis and reform, project demonstration, and education and training.  The mission of the GCDD is to collaborate with citizens, public and private advocacy organizations and policymakers to positively influence public policies that enhance the quality of life for people with developmental disabilities and their families.   The GCDD achieves its mission through public policy research and analysis, promoting advocacy, public relations and funding programs that support best practices and capacity building.   

The GCDD provides a forum and resources to promote its vision, values, goals, and mission. It continues to influence the direction of public policy at both the state and federal levels, to foster changes in service provision, to reflect the needs of individuals with developmental disabilities, and to promote public awareness of those needs. The GCDD often uses its resources to commission research on policy issues and fund model programs. The GCDD also funds projects to inform decision makers, legislators, and the general public about developmental disabilities, through publications such as Making a Difference Magazine, Moving Forward Newsletter and events such as Disability Day at the Capitol.
