The 27th day of the 2013 legislative session was typically quiet as are most Fridays. As the session edges closer to its 30th day (now scheduled for March 7) action in committees and in the House and Senate is expected to pick up considerably (example: there are 28 bills on the House debate calendar for Monday, March 4). As readers know, a bill must have been passed in one of the legislative bodies by day 30 in order to be considered by the other body. Of course, there are procedural ways to circumvent the 30th day rule, but it is more difficult to pass a bill in this manner. The House of Representatives passed HB 284 the Return to Play Act. The bill requires that local school districts adopt and implement a concussion management and return to play policy. Youth recreation leagues are urged to adopt similar policies. There were no education bills on the Senate calendar. The House Appropriations Committee passed HB 372 lowering the eligibility requirements for HOPE grants for students enrolled at a technical college or university institution. The required grade point average would be moved from 3.0 to 2.0. The House Education Committee met to hear one bill related to employees of public libraries, but took no action on the bill. SB 243 has been introduced relating to student sholarship organizations. The bill attempts to bring a higher level of accountability, establishes eligibility criteria for students, and prohibits designation of students by donors.
