Staff Analysis of the Legislation

SB 458 would have revised recent illegal immigration reform laws by allowing secure and verifiable documents to be submitted by mail (in addition to in-person and electronically) to meet SAVE requirements for receiving public benefits.  Futhermore, said documents would not have to be re-submitted by applicants renewing their benefit (i.e., business license or occupational tax certificate) with the same agency so long as the applicant has previously complied with submission requirements and is a U.S. citizen.  True to its word, the House refused to pass any illegal immigration legislation this session.
