This legislation requires that all Voice Over Internet Protocol (VOIP) service supplier register as a provider with GEMA for purposes of paying required 911 fees. The bill provides a definition of prepaid cellular service to all forms of prepaid service, and clarifies that prepaid cellular service providers are not eligible to bill local government for cost recovery.
