Summary of the bill as introduced: Requires the governor to appoint the secretary of transportation. The bill also prohibits the expenditure of motor fuel user fee revenue by the S.C. DOT on employee compensation and benefits and new road construction projects. The bill also prevents the S.C. DOT from transferring any motor fuel use fee revenue to the S.C. Transportation Infrastructure Bank.
