    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 10-1-220 SO AS TO PROVIDE THAT THE STATE OR ANY OF ITS POLITICAL SUBDIVISIONS, INCLUDING A SCHOOL DISTRICT, THAT IS PLANNING TO BUILD A NEW, OR IMPROVE AN EXISTING, PUBLIC FACILITY SHALL INCLUDE IN ITS PLANNING A STUDY OF CERTAIN TRANSIT-RIDER ACCESS TO THE LOCATION FOR THE PURPOSE OF DETERMINING IF THE ACCESS IS SAFE AND PRACTICAL.
