04.09.2019 The House Regulations and Administrative Procedures Committee gave this bill a favorable report as amended. The amendment excludes regulations from federal statutes, the SC Department of Revenue, emergency regulations and the State Board of Financial Institutions. The amendment also requires emergency regulations to expire 90 days after filing, and allows them to be extended if the General Assembly is not in session.
04.04.2019 The House Regulations and Administrative Procedures Business, Commerce and Administration subcommittee gave this bill a favorable report as amended. The amendment exempts regulations that are not under legislative oversight from the five year expiration provision.
Summary of the bill as introduced: Establishes that a regulation promulgated under the Administrative Procedures Act expires five years after July 1, 2020, or the effective date of the act.

Summary: Regulatory Freedom Act
    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, TO ENACT THE "REGULATORY FREEDOM ACT" BY ADDING SECTION 1-23-135 SO AS TO ESTABLISH THAT A REGULATION PROMULGATED UNDER THE ADMINISTRATIVE PROCEDURES ACT EXPIRES FIVE YEARS AFTER JULY 1, 2020, OR THE EFFECTIVE DATE OF THIS ACT, WHICHEVER IS LATER.
