    A BILL TO AMEND SECTION 12-43-220, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO PROPERTY TAX ASSESSMENT RATIOS, SO AS TO ALLOW FOR A REFUND IN ANY YEAR WHEN TAXES ARE OVERPAID BECAUSE THE PROPERTY WAS ELIGIBLE FOR THE SPECIAL FOUR PERCENT ASSESSMENT RATIO IF THE OWNER WAS FINANCIALLY DISABLED DURING SUCH PERIOD.
