    A BILLL TO AMEND CHAPTER 6, ARTICLE 13, TITLE 61 OF THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 61-6-4725, RELATING TO THE ALCOHOLIC BEVERAGE CONTROL ACT, SO AS TO PERMIT CONDITIONAL DISCHARGE OF FIRST-TIME OFFENDERS UNDER SECTION 61-6-4720 AND TO PERMIT COUNTY AND MUNICIPAL PROSECUTORS TO CONDITIONALLY DISCHARGE FIRST TIME OFFENDERS OF COUNTY OR MUNICIPAL OPEN CONTAINER OFFENSES AND TO PERMIT EXPUNGEMENT OF SUCH OFFENSES.
