    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 6-27-60 SO AS TO PROVIDE A LOCAL GOVERNMENT FOUND TO HAVE VIOLATED STATE LAW FORFEITS ITS NEXT FOUR QUARTERLY DISTRIBUTIONS FROM THE LOCAL GOVERNMENT FUND, AND THE STATE TREASURER MAY NOT MAKE DISTRIBUTIONS FROM THE LOCAL GOVERNMENT FUND TO THE LOCAL GOVERNMENT DURING THIS PERIOD.
