    A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 61-6-4725 RELATING TO THE ALCOHOLIC BEVERAGE CONTROL ACT, SO AS TO PERMIT CONDITIONAL DISCHARGE OF FIRST-TIME OFFENDERS UNDER SECTION 61-6-4720 AND TO PERMIT COUNTY AND MUNICIPAL PROSECUTORS TO CONDITIONALLY DISCHARGE FIRST-TIME OFFENDERS OF COUNTY OR MUNICIPAL OPEN CONTAINER OFFENSES, AND TO PERMIT EXPUNGEMENT OF SUCH OFFENSES.
