Summary: In-District Essential Goods and Services Fund
    A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 2-1-260 SO AS TO PROVIDE THAT THE GENERAL ASSEMBLY MAY NOT APPROPRIATE ANY FUNDS IN THE GENERAL APPROPRIATIONS ACT FOR NONESSENTIAL PROJECTS THROUGH BUDGETARY SET-ASIDES OR EARMARKS; AND BY ADDING SECTION 11-11-250 SO AS TO CREATE THE "IN-DISTRICT ESSENTIAL GOODS AND SERVICES FUND" AND TO PROVIDE FOR THE ADMINISTRATION OF THE FUND.
