    A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 4-9-200 SO AS TO PROVIDE THAT ANY INCREASE IN PROPERTY TAXES MUST BE ADOPTED BY A TWO-THIRDS VOTE OF THE COUNTY COUNCIL AND TO PROVIDE FOR PUBLIC ACCESS TO THE MEETINGS.
