Summary of the bill as introduced: Allows the General Assembly to reduce the funding to the Local Government Fund by suspending restrictions on amending or repealing provisions in the State Aid to Subdivisions Act for fiscal year 2011-2012. This bill also allows counties for fiscal year 2011-2012 to transfer among appropriated state revenues as needed to ensure delivery of services.
