Summary of the bill as introduced: Requires that by October 31 of each year, state agencies submit a report detailing its federal receipts and developing a plan for a reduction in federal receipts. This bill also develops a Political Subdivision Federal Funds Study Committee to study the effect of federal funds on political subdivisions.
