03.21.2013 The Senate Medical Affairs committee gave this bill a favorable report with amendments. The amendments provide protection for counties that have issued bonds related to development of landfills and states that this legislation in no way hinders the local government’s ability to determine through zoning where landfills are located and does not change the local government’s ability to refuse waste from outside its jurisdiction. The amendment also requires that a covered material process facility must submit a report to DHEC and must prove financial responsibility.
02.13.2013 A Senate Medical Affairs subcommittee gave this bill a favorable report with an amendment. The amendment strikes all of the language in the bill and replaces it the language from S203. S203 prohibits counties from restricting the flow of waste coming into or leaving the county.
