    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 9-4-60, SO AS TO DIRECT THE SOUTH CAROLINA PUBLIC BENEFIT AUTHORITY TO DESIGN, IMPLEMENT, AND MAINTAIN A LONGEVITY PAY PLAN FOR STATE EMPLOYEES AND TO REQUIRE THE GENERAL ASSEMBLY TO FUND THE COSTS OF THE PLAN BY A SPECIFIC APPROPRIATION OF GENERAL FUND REVENUES IN THE ANNUAL GENERAL APPROPRIATIONS ACT.
