Summary of the bill as introduced: Imposes an additional user fee equal to 21 cents per gallon on certain fuels and requires the revenue to be credited to the state highway fund. This bill also allows taxpayers to claim an income tax credit equal to 10 percent of the additional user fee paid on fuel.
