Staff Analysis of the Legislation

A few years back, the General Assembly directed the state Environmental Protection Division to promulgate regulations and begin permitting septage land disposal application sites by July 1, 2012.  As these rules came out, several small septage haulers are lamenting that these new regulations will put them out of business.  Accordingly, a House Committee Substitute to SB 110 delays the EPD permitting process for two years so that the Division can meet with stakeholders to consider relaxing some of the regulations thus promulgated.
