Staff Analysis of the Legislation

This bill would make it a felony for anyone other than a licensed funeral director or burial object manufacturer to sell burial objects as scrap metal.

SB 311 also makes it a felony for any person to damage heating or air conditioning equipment in a public building and health care facilities, as well as schools, child care facilities and churches.
