Staff Analysis of the Legislation

This legislation requires drivers to leave an empty lane between their vehicle and the vehicle of a sanitation worker flashing yellow, amber, white or red lights when passing. If such a lane change is not possible, legal or safe, then the driver must reduce their vehicle speed and be prepared to stop. This only applies to sanitation workers collecting or transporting solid waste and recyclable as authorized by a county or city.
