Staff Analysis of the Legislation

This legislation provides immunity for those seeking or providing medical assistance to someone who may have overdosed on drugs or alcohol.  It allows EMS and paramedics to administer opioid antagonists to individuals who have an opioid related overdose. Additionally, the Department of Public Health is authorized, subject to appropriations from the General Assembly, to provide grants to first responders to assist in maintaining an adequate supply of opioid antagonists.
