Staff Analysis of the Legislation

This legislation asks the voters to approve an amendment to the Constitution that would prohibit counties from adopting any ordinances, policies, transactions, programs, etc., in any language other than English. There are exceptions for teaching English, providing access to the courts and using another language for purposes of public safety. Elected officials would still be permitted to speak a language other than English when not performing their public duties. Additionally, counties would be prohibited from discriminating against anyone who speaks English only in employment and in any programs that are provided.
