Staff Analysis of the Legislation

To the author's and General Assembly's credit, this legislation no longer applies to counties. It prohibits school boards from adopting policies or rules that have the effect of preventing board members from discussing policies and actions of the board. Items discussed in executive session as well as any items that are not subject to open records disclosure are exempted.
