Staff Analysis of the Legislation

This legislation eliminates the need for run-off elections in Georgia by allowing candidates that receive the most votes to be elected -- rather than candidates who receive a majority of the votes(i.e., 50% plus one vote).  This legislation also moves the primary back to July and qualifying to May.
