Staff Analysis of the Legislation

This legislation prohibits any local ordinance from mandating releasing an accused on his or her own recognizance before being brought before a judge of any court of inquiry with an elected judge or other judge sitting by designation under authority of such judge enters a written order specifying the reasons why such person should be released upon their own recognizance.
