Amend Chapter 3 of Title 39.  New article of the Interstate Compact on Juveniles.  Each state is responsible for the proper supervision or return of juveniles, delinquents, and status offenders who are on probation or parole and who have absconded, escaped or run away from supervision and control and runaways.  The Interstate Commission shall collect standardized data concerning the interstate movement of juvenile courts.  The courts and executive agencies in each compacting state shall enforce this compact and take all actions necessary to effectuate its purpose and intent.
