Amend Article 2 of Chapter 13 of Title 16.  Relating to regulation of controlled substances.  Creates a drug-free zone for child care learning centers.  Any person who violates or conspires to violate this Code section shall be guilty of a felony and upon conviction shall receive the following punishment: upon first conviction imprisonment for not more than 20 years or a fine of not more than $20,000 or both; upon a second or subsequent conviction imprisonment for not less than 5 years nor more than 40 years or a fine of note more than $40,000, or both.  It shall be mandatory for the court to impose a minimum sentence of 5 years which may not be suspended unless otherwise provided by law.
