Amend Article 7 of Chapter 7 of Title 48.  Relating to setoff debt collection so as to authorize a setoff of certain debts owed to public housing authorities.  The �claimant agency� priority list is set forth in this Code section; courts are sixth on the list out of 9, public housing being the last.
