Amend Article 2 of Chapter 12 of Title 17.  Relating to public defenders.  This bill would change the composition of the circuit public defender selection panels changing the number of people sitting on the panel from five to seven; one member appointed by the Lt. Governor, the Speaker of the House; the Chief Justice, and the chief judge of the superior court.  The Governor shall appoint three members.  Circuit public defenders would be appointed for two year terms and may be appointed for successive terms.  The panel may rescind appointment at any time.
