Amend Article 4 of Chapter 21 of Title 15 and Chapter 12 of Title 17.  Relating to peace officer, prosecutor, and indigent defense funding and legal defense of indigents.  This bill would allow certain judicial circuits to have alternative delivery systems which opt out from having a pubic defender system and opt out from having the Office of the Georgia Capital Defender represent capital cases in the circuit.
