Amend Chapter 5 of Title 40. Relating to drivers� licenses. This bill would provide for the expiration of temporary licenses or special identification cards at the end of one year if the federal documentation does not specify the period of authorized stay. A new subsection states that each offense for which a conviction was obtained shall be treated as separate for the purpose of imposing points. A person whose drivers� license has been suspended for the first time is eligible to apply for reinstatement and have his or her license reinstated after 6 months. Upon second or subsequent suspension a driver is eligible to apply for reinstatement and have his or her license reinstated after 12 months. A person convicted of DUI shall not be eligible for a limited driving permit. For a conviction of DUI (first offense) the period of suspension shall be six months if the BAC was less than .08 or 12 months if the BAC was greater than .08. The suspension imposed pursuant to this Code section shall be in addition to and run consecutively to any other suspension imposed by the department. In relation to ID cards, every ID card shall be renewed on or before its expiration upon application, payment of the required fee, and, if applicable, satisfactory completion of another other requirements. An application for renewal may be submitted by means of personal appearance, mail, or electronically. There shall be no fee for replacement of any ID card solely due to a change of name or address. Any application for the replacement of a lost ID or due to a change in the ID holder�s name or address submitted within 150 day s of the expiration shall be treated as an application for renewal subject to the applicable fees. The commissioner shall have the authority to appoint and employ 30 investigators who shall be certified peace officers, the investigation shall have jurisdiction throughout this state.
