Staff Analysis of the Legislation

Amend Chapter 2 of Title 21.  Relating to elections and primaries. This bill would provide that in certain circumstances that the county election superintendent may begin the tabulation of absentee ballots prior to the close of the polls on the day of a primary, election, or runoff.  This bill would also change the date of the presidential preference primary and the date by which the parties must submit names to the Secretary of State for inclusion on the ballot and the date on which the Secretary of State shall publish such list of names.  This bill provides that the ballots could begin to be counted upon the opening of the polls on the day of the primary, election, or runoff.  The presidential preference primary shall be held on February 5, 2008 and on the first Tuesday in February every four years thereafter.
