Staff Analysis of the Legislation

Amend Chapter 2 of Title 21.  Relating to elections and primaries.  This bill would provide that the candidate who receives the most votes in a primary, special primary, election, or special election (other than a municipal) shall be nominated or elected, provided that the votes for such candidate exceed 45% of the total votes cast.  Plurality for municipal elections shall mean the highest number of votes.  This bill also moves the presidential preference primary in 2008 from March 3 to February 5.
