Amend Chapter 14 of Title 40.  Relating to use of speed determine and traffic control signal monitoring devices.  This bill defines �photographic speed detection device�.  Any person or business which offers for sale a photographic speed detection device shall be resisted with the Secretary of State and shall be required to pay an annual business license fee of $2,000, and shall post therewith a $5,000 bond for each device sold in Georgia.  No photographic image created by a photographic speed detection device shall be admissible in any civil or criminal proceeding against an alleged violator.
