Create a board of elections and registration for Paulding County and to provide for its powers and duties.  The board shall have the powers, duties, and responsibilities of the judge of the probate court of Paulding County and the powers, duties, and responsibilities of the board of registrars of Paulding County.  The board shall be composed of five members who shall be appointed as provided in this section.  Three members appointed by the board of commissioners (one to serve as chair), one by majority vote of the Paulding County probate judge, clerk of superior court, sheriff, and tax commissioner, and one member shall be appointed by a majority vote of the Paulding County legislative delegation in the General Assembly.
