Amend Chapter 2 of Title 21.  Relating to elections and primaries generally so as to provide for the duplicating of certain damage optical scan ballots; to provide for certain recounts; to provide for additional grounds for challenging an election; to provide for a random hand count of optical scan ballots at the precinct; to provide for procedures for such count.
