Staff Analysis of the Legislation

This bill provides that the CEO of a county shall not have the power to preside over meetings of the county commission, set the agenda for meetings of the county commission or vote on any matter at a meeting of the county commission. In addition, it provides the county commission with the ability to, hire an independent auditor for the purpose of conducting an audit of any county government function or program; the ability to obtain from any employee of the county information necessary to provide ordinary constituent services.

Each county that has an existing chief executive officer/county commission form of government on July 1, 2008, must submit to the electors of the county at the November 2008 general election the referendum. The election superintendent shall cause the date and purpose of the referendum to be published once a week for two weeks immediately preceding the date thereof.
