Staff Analysis of the Legislation

This bill states that a person commits the offense of skirting public contracting safeguards when that person knowingly violates the competitive bidding or contract approval policy of a county, municipality, or school district by:  Awarding a contract within one year after the county, municipality, or school district awarded one or more other contracts to the same vendor for the same or similar goods or services; where the value is less then the monetary threshold that would trigger a requirement for competitive bidding; or the first offense of skirting public contracting safeguards is a misdemeanor offense. The second and each subsequent offense is a misdemeanor of a high and aggravated nature.
