Staff Analysis of the Legislation

This bill provides for a misdemeanor for removing an electronic or radio transmitting collar or identification collar that has the purpose of tracking the location of a dog without permission from the dog’s owner and with the intent to prevent or hinder the owner from locating the dog. In the case of such dog being lost or killed as a result of the violator’s removal of such collar, he would be required to pay the dog’s owner restitution in the amount of the actual value of the dog.
