Staff Analysis of the Legislation

            HB 558 seeks to amend Article 2 of Chapter 5 of Title 40 of the O.C.G.A. relating to issuance, expiration, and renewal of licenses.

            The bill changes the age for eligibility for a Class D driver’s license from 16 years to 16 years and six months. 

            It further specifies that any Class D license holder shall not drive a Class C motor vehicle when more than one – changed from 3 – passenger is in the vehicle who is not a member of the drivers family and is less than 18 – down from 21 – years of age. 

            During the six-month period immediately following issuance of such license, any Class D license holder shall not drive a Class C motor vehicle between the hours of 9:00PM and 5:00 AM EST or eastern daylight time, whichever is applicable.
