HB 704 seeks to amend Title 2 of the O.C.G.A. relating to agriculture.

      It adds new chapter 2-23-1 which proffers definitions, mandates the licensure of persons cultivating industrial hemp crops, the allowance of the Department of Agriculture to approve an institution of higher education to grow or cultivate industrial hemp for purposes of research, and delineating basic authorities of the department in this regard.

      New article 16-12-190 is added which specifies the definition of “industrial hemp” to refer to Cannabis sativa L with a delta-0 tetrahydrocannabinol concentration of not more than .3 percent on a dry weight basis.
