Staff Analysis of the Legislation

      HB 713 amends O.C.G.A. § 15-11-2 and Title 19.

      Section 1 expands the definition of “aggravated circumstances” to include a parent that has caused a child to be conceived as a result of rape, incest, or trafficking for sexual servitude. If a parent caused the child to be conceived under these same provisions, and after determination by the court: parental power shall be lost; surrender or termination of rights of the parent shall not be required as a prerequisite for the filing of a petition for adoption of the child; and parental rights may be terminated.
