HB 949 seeks to amend Article 3 of Chapter 9 of Title 16 and Chapter 80 of Title 36 of the O.C.G.A. relating, respectively, to illegal use of financial transaction cards and to general provisions applicable to counties, municipal corporations, and other government entities.

      The bill adds the term “constitutional officer” as authorized within the state constitution under the definitions of the term “government.”

       Further, such officers shall not issue government purchasing or credit cards to themselves on or after July 1, 2016 until they have asserted specific policies regarding the usage of the cards and such policies have been filed with the governing authority of the county.
