Staff Analysis of the Legislation

The Criminal Justice Reform Council Bill has several changes to the Accountability Courts statutes with several new Operating Under the Influence (OUI) Court and Family Treatment Court provisions. The bill also seeks to make changes to the juvenile detention process, with the goal of keeping nonviolent offenders out of the detention centers. There are also several changes to the license suspension process in the bill, and these changes should ease the burden of license reinstatement for drivers who have been suspended or revoked. There are also several new and revised provisions on records restrictions for defendants sentenced under the first offender act.
