Staff Analysis of the Legislation

HR 1363 creates the House Special Study Committee on Judicial Qualifications Commission Reform. The committee shall consist of seven members appointed by the Speaker and a chairperson designated by the Speaker. The committee shall investigate the operations of the JQC and undertake a study of the conditions, needs, issues, and problems. The committee is authorized to issue subpoenas of witnesses and documents for purposes of investigation. Any sworn testimony before the committee shall be recorded or transcribed for the information of the House. The chairperson shall call all meetings of the committee. The chairperson shall file a report of the investigation to the date of abolishment. The committee shall stand abolished on December 1, 2016.
