Staff Analysis of the Legislation

SR 7 seeks to amend Article III, Section IX, Paragraph VI of the Constitution by adding a paragraph that would allow the General Assembly to impose additional penalties or fees for prostitution, keeping a place of prostitution, pimping, pandering, pandering by compulsion, solicitation of sodomy, masturbation for hire, trafficking of persons for sexual servitude, sexual exploitation of children, and sodomy. The funds collected by these penalties will be allocated to the Safe Harbor for Sexually Exploited Children Fund for the purpose of providing care and rehabilitative and social services for sexually exploited children.
