HB 244 addresses concerns regarding the sex trafficking of
minors and is brought in conjunction with HR 223, which creates a set-aside
fund for trafficking victims. The bill sets forth a short title, legislative
findings and definitions. It extends the statute of limitations for civil
actions seeking damages for childhood sexual abuse until the Plaintiff reaches
age 25. It establishes the Safe Harbor for Sexually Exploited Children Fund and
the Safe Harbor for Sexually Exploited Children Fund Commission. The purpose of
the Fund is to provide care and rehabilitative services for sexually exploited
children. The bill mandates an additional fine of $2,500 for defendants over
age 18 convicted of trafficking persons for sexual servitude. Such fine money
will be dedicated to the Fund. HB 244 amends existing forfeiture statutes to
add sex trafficking crimes to the list of offenses that can trigger civil
forfeiture. It also permits the extension of sex offender treatment to trafficking
offenders. |
