Staff Analysis of the Legislation

            HB 287 seeks to create the “Ethical Treatment of Human Embryos Act” which introduces Code Section 19-7-60 into Chapter 7 of Title 19 of the O.C.G.A. The Act makes it unlawful to attempt to create an embryo for in vitro fertilization by any other means than fertilization of a human egg by a human sperm. The creation of such embryos is for the purpose of initiating human pregnancy. The bill bans any attempts to create human-animal hybrids, the transference of a human embryo into a non-human womb and vice versa, and the transport or receipt of any such hybrid entity. The bill still allows transplants between human and animals as well as research involving the use of transgenic animal models containing human genes.
