HB 3 amends §16-11-2, relating to the criminal
misdemeanor for wearing a mask, hood, or any device that that conceals the
identity of the wearer, to include both men and women. The bill would also
prevent state licenses or identification cards from being issued to anyone who
conceals their face in the photograph.
